Last month, the U.S. Environmental Protection Agency (EPA) announced that it had reached a settlement with a real estate company in Texas to resolve alleged violations of the Lead Renovation, Repair and Painting (RRP) Rule. Under the settlement, the firm will pay a civil penalty of over $42,000 and produce a public service announcement highlighting lead safety measures.
The RRP Rule was created to protect the public from lead-based paint hazards that can occur during repair or remodeling in homes and child-occupied facilities, such as schools, that were built before 1978. It requires that individuals performing renovations be properly trained and certified, and they must follow lead-safe work practices. It also requires building contractors that renovate pre-1978 homes and child-occupied facilities to be certified by the EPA.
The EPA claimed that in 2019, the company’s renovations at seven pre-1978 residential properties failed to meet RRP Rule requirements. Violations listed by the agency included failing to 1) perform work in accordance with the work practice standards, 2) obtain recertification before beginning renovations, 3) assign a certified renovator to each renovation, and 4) maintain records showing their compliance with RRP measures.
